The model is: loud is bad. So, it's a step in the right direction that the Congress took on and completed the mission of making loud commercials illegal. The volume of the advertisement on television can't be louder than that of the volume of the programming.
The next step for the Congress is to make loud people illegal. Anyone who rides elevators, takes mass transit, or works in cube land knows how loud people create or contribute to a public nuisance. Before that happens, a plaintiff law firm might have to sell that public nuisance litigation to an attorney general. Since the state supreme courts in both California and Rhode Island have allowed contingency in public nuisance lawsuits, this kind of litigation is doable. Then, if the concept proves popular, the Congress can make it the law of the land.
